Mr. Laughton was the Right Hand of the Collars and reports directly to Lord Wringer.
We mercy killed him in his bedroom during siege of the Collars' HQ.

From what we've seen, Mr. Laughton seems to be a pretty sinister person, but keeps his composure. Even if we've seen him lumping, we should be wary of his capabilities, he's probably not the right hand for nothing.
Especially when he is named "Beast" by Hosta.
Update from 08 - The Bal's Night:
He needs assistance to move. Also he seems to be the voice of reason of Lord Wringer, capable to refocus him when he goes berserk.
Update from 13 - Exploring the HQ:
According to Father Thatch, he was in critical state and no one could save him. Raina was at the origin of the curse that led him to his end.
